Sector Skill Councils (SSCs) are autonomous, industry-led bodies set up by the National Skill Development Corporation (NSDC). Each SSC represents a specific industry sector and brings together industry representatives, employers and training partners to guide skill development in that sector.
An SSC identifies the skill requirements of its sector, develops National Occupational Standards (NOS) and qualification packages, builds the competency framework for job roles, conducts skill gap studies and Train the Trainer programmes, and assesses and certifies trainees against a curriculum aligned to the standards it develops. This keeps training and certification in step with the actual skill requirements of employers.

Apart from PMKVY, various skill development initiatives operate across India. These include schemes and programmes run by Government ministries and agencies, such as USTTAD, Nai Roshni, Seekho aur Kamao, UDAAN, MANAS, DDUGKY, NULM, SAMARTH and DGT initiatives.
State Governments also run their own skill development programmes, while corporates conduct skill training through Corporate Social Responsibility (CSR) initiatives. These programmes may be implemented by Government ministries, NSDC, Public Sector Undertakings (PSUs), State Skill Development Missions, urban local bodies and corporate organisations.
